  工(gong)(gong)業(ye)是(shi)國(guo)民經(jing)(jing)濟(ji)的主(zhu)體,工(gong)(gong)業(ye)穩(wen)則(ze)經(jing)(jing)濟(ji)穩(wen)。為深入貫徹(che)習近平新時代中國(guo)特色(se)社(she)會主(zhu)義思想,認真(zhen)落(luo)實黨(dang)中央、國(guo)務院決策(ce)(ce)部署,堅持(chi)穩(wen)中求進工(gong)(gong)作總基調,立足新發展(zhan)階(jie)段,完(wan)整、準(zhun)確、全面貫徹(che)新發展(zhan)理念(nian),加快(kuai)構(gou)建新發展(zhan)格局,推動(dong)高質(zhi)量發展(zhan),堅持(chi)以深化供給側結構(gou)性改革為主(zhu)線,統籌疫(yi)情防控和(he)經(jing)(jing)濟(ji)社(she)會發展(zhan),堅持(chi)目標(biao)導(dao)向、問題導(dao)向,做好宏觀政(zheng)策(ce)(ce)預調微調和(he)跨周期調節,精準(zhun)打通產業(ye)鏈供應鏈堵(du)點(dian)卡點(dian),挖掘市場需(xu)求潛(qian)力,強化政(zheng)策(ce)(ce)扶持(chi),優化發展(zhan)環境(jing),保持(chi)良好增長預期,激(ji)發市場主(zhu)體活力,振作工(gong)(gong)業(ye)經(jing)(jing)濟(ji)運行,推動(dong)工(gong)(gong)業(ye)高質(zhi)量發展(zhan),國(guo)家發展(zhan)改革委、工(gong)(gong)業(ye)和(he)信息化部會同(tong)有(you)關(guan)方面制定了本實施(shi)方案。

  一、打通堵點卡點,確保工業經濟(ji)循環暢通

  (1)扎實(shi)推進能(neng)源安全保(bao)(bao)供(gong)(gong)(gong)。充分發(fa)揮煤電(dian)(dian)(dian)油(you)氣運(yun)保(bao)(bao)障工(gong)(gong)作(zuo)(zuo)部際協調機(ji)制(zhi)作(zuo)(zuo)用(yong),加強資(zi)源統籌調度,推進煤炭優質(zhi)產能(neng)充分釋放,提高發(fa)電(dian)(dian)(dian)供(gong)(gong)(gong)熱(re)(re)化(hua)(hua)肥用(yong)煤中長期(qi)合(he)同履約水平,推動煤電(dian)(dian)(dian)企業提高發(fa)電(dian)(dian)(dian)出(chu)力。制(zhi)定好(hao)能(neng)源保(bao)(bao)供(gong)(gong)(gong)應(ying)(ying)急預(yu)案,做實(shi)做細能(neng)源電(dian)(dian)(dian)力保(bao)(bao)供(gong)(gong)(gong)工(gong)(gong)作(zuo)(zuo),保(bao)(bao)障民生和(he)重點用(yong)戶用(yong)能(neng)需求(qiu)。對煤電(dian)(dian)(dian)和(he)供(gong)(gong)(gong)熱(re)(re)企業今年四季度的應(ying)(ying)繳稅款全部暫緩(huan)繳納。完善能(neng)耗雙控有(you)(you)關政策,嚴(yan)格(ge)能(neng)耗強度管(guan)控,多措并舉有(you)(you)效(xiao)增強能(neng)源消(xiao)費(fei)總(zong)量管(guan)理(li)彈性,保(bao)(bao)障工(gong)(gong)業發(fa)展合(he)理(li)用(yong)能(neng)。嚴(yan)厲打擊散布虛(xu)假信(xin)息(xi)、哄抬(tai)價格(ge)等各類違法行為和(he)資(zi)本無序炒作(zuo)(zuo)。(發(fa)展改(gai)革委、工(gong)(gong)業和(he)信(xin)息(xi)化(hua)(hua)部、財政部、國資(zi)委、稅務總(zong)局(ju)、市場監管(guan)總(zong)局(ju)、能(neng)源局(ju)按職(zhi)責(ze)(ze)分工(gong)(gong)負(fu)責(ze)(ze))

  (三(san))保持(chi)(chi)重點產業(ye)鏈(lian)(lian)供(gong)(gong)應(ying)鏈(lian)(lian)順暢(chang)。強(qiang)化對(dui)重點行業(ye)的運行監測,建立完善產業(ye)鏈(lian)(lian)供(gong)(gong)應(ying)鏈(lian)(lian)苗(miao)頭性(xing)問(wen)題預警(jing)機制,加強(qiang)問(wen)題分析(xi)研判,積極(ji)應(ying)對(dui)突發情況,及時處置(zhi)(zhi)潛在風(feng)險。加快關鍵核心(xin)技術創(chuang)新(xin)(xin)和迭(die)代應(ying)用(yong),加大(da)“首(shou)臺套”“首(shou)批次”應(ying)用(yong)政策(ce)支(zhi)持(chi)(chi)力度。發揮“鏈(lian)(lian)主”企業(ye)作用(yong),優化產業(ye)鏈(lian)(lian)資源配置(zhi)(zhi)。聚焦新(xin)(xin)能(neng)源汽(qi)車、醫療裝備(bei)等重點領域,實施重點領域“1+N”產業(ye)鏈(lian)(lian)供(gong)(gong)應(ying)鏈(lian)(lian)貫(guan)通(tong)(tong)工(gong)程,推動(dong)產業(ye)鏈(lian)(lian)上(shang)中(zhong)下游(you)、大(da)中(zhong)小企業(ye)融(rong)通(tong)(tong)創(chuang)新(xin)(xin),促進產業(ye)鏈(lian)(lian)供(gong)(gong)應(ying)鏈(lian)(lian)貫(guan)通(tong)(tong)發展(zhan)(zhan)(zhan)(zhan)。深(shen)入開(kai)展(zhan)(zhan)(zhan)(zhan)全國供(gong)(gong)應(ying)鏈(lian)(lian)創(chuang)新(xin)(xin)與應(ying)用(yong)示范創(chuang)建。完善國家質(zhi)量基礎設施,推行一(yi)站式(shi)服務(wu),深(shen)入開(kai)展(zhan)(zhan)(zhan)(zhan)質(zhi)量提升行動(dong)。(發展(zhan)(zhan)(zhan)(zhan)改革委(wei)、科(ke)技部(bu)、工(gong)業(ye)和信息化部(bu)、商務(wu)部(bu)、國資委(wei)、市場監管總局按職責分工(gong)負責)

  二、挖掘(jue)需求潛力,拓展(zhan)工業經濟(ji)市場空間

  (四)促進(jin)重(zhong)(zhong)(zhong)大(da)項(xiang)(xiang)目(mu)落(luo)地見效(xiao)。加(jia)快(kuai)(kuai)“十四五”規劃重(zhong)(zhong)(zhong)大(da)工(gong)(gong)(gong)程(cheng)、區域重(zhong)(zhong)(zhong)大(da)戰略規劃及年度工(gong)(gong)(gong)作安排(pai)明確的(de)重(zhong)(zhong)(zhong)大(da)項(xiang)(xiang)目(mu)實施(shi),推進(jin)具備條件的(de)重(zhong)(zhong)(zhong)大(da)項(xiang)(xiang)目(mu)抓(zhua)緊上(shang)馬,能開工(gong)(gong)(gong)的(de)項(xiang)(xiang)目(mu)盡(jin)快(kuai)(kuai)開工(gong)(gong)(gong)建(jian)設(she),在(zai)建(jian)項(xiang)(xiang)目(mu)加(jia)快(kuai)(kuai)建(jian)設(she)進(jin)度,爭(zheng)取早(zao)日竣工(gong)(gong)(gong)投(tou)產。在(zai)5G、千(qian)兆光(guang)網(wang)等(deng)領域布局(ju)一(yi)批新型基(ji)(ji)礎(chu)設(she)施(shi)項(xiang)(xiang)目(mu)。盡(jin)快(kuai)(kuai)啟動一(yi)體化大(da)數(shu)據中(zhong)心(xin)樞(shu)紐(niu)節點建(jian)設(she)工(gong)(gong)(gong)程(cheng)和(he)中(zhong)西(xi)部中(zhong)小城市基(ji)(ji)礎(chu)網(wang)絡完善工(gong)(gong)(gong)程(cheng)。發揮國(guo)家和(he)地方重(zhong)(zhong)(zhong)大(da)外資項(xiang)(xiang)目(mu)專(zhuan)班作用(yong),加(jia)快(kuai)(kuai)推動先(xian)進(jin)制造業等(deng)領域重(zhong)(zhong)(zhong)大(da)外資項(xiang)(xiang)目(mu)落(luo)地實施(shi)。(發展改革委、工(gong)(gong)(gong)業和(he)信(xin)息化部、商務部、國(guo)資委按職責(ze)分工(gong)(gong)(gong)負責(ze))

  (五)大力推(tui)動(dong)(dong)企(qi)業(ye)(ye)(ye)技(ji)(ji)術(shu)改(gai)(gai)造。修訂產(chan)(chan)業(ye)(ye)(ye)結(jie)構調整指(zhi)導(dao)目錄,引導(dao)企(qi)業(ye)(ye)(ye)加(jia)快技(ji)(ji)術(shu)改(gai)(gai)造和(he)(he)設(she)備更新(xin)。實(shi)施(shi)工(gong)(gong)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)技(ji)(ji)術(shu)改(gai)(gai)造投資升級導(dao)向(xiang)計劃。在鋼鐵(tie)、有(you)色、建材、石化(hua)、煤電等重點領(ling)域(yu)組(zu)織開(kai)(kai)(kai)展(zhan)技(ji)(ji)術(shu)改(gai)(gai)造,推(tui)動(dong)(dong)智能制造示范工(gong)(gong)廠建設(she),實(shi)施(shi)生(sheng)產(chan)(chan)線和(he)(he)工(gong)(gong)業(ye)(ye)(ye)母機改(gai)(gai)造,補齊關鍵技(ji)(ji)術(shu)短板,提(ti)高產(chan)(chan)品供給質量(liang)。加(jia)快工(gong)(gong)業(ye)(ye)(ye)互(hu)聯網建設(she)和(he)(he)普及應用,促(cu)進(jin)傳統產(chan)(chan)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)依托(tuo)工(gong)(gong)業(ye)(ye)(ye)互(hu)聯網開(kai)(kai)(kai)展(zhan)數字化(hua)轉型。開(kai)(kai)(kai)展(zhan)質量(liang)技(ji)(ji)術(shu)幫(bang)扶(fu)“巡回問診”,鼓勵(li)企(qi)業(ye)(ye)(ye)建立質量(liang)追溯(su)機制,有(you)效落實(shi)企(qi)業(ye)(ye)(ye)質量(liang)主體責任。(發展(zhan)改(gai)(gai)革委、工(gong)(gong)業(ye)(ye)(ye)和(he)(he)信息(xi)化(hua)部、市場監管(guan)總局(ju)、能源局(ju)按(an)職責分工(gong)(gong)負責)

  三、強化政策扶持,健全(quan)工業經濟保障措施(shi)

  (十(shi)五)減輕中(zhong)小(xiao)(xiao)(xiao)企業負擔(dan)(dan)(dan)(dan)。落(luo)實好支持制(zhi)造業中(zhong)小(xiao)(xiao)(xiao)企業的(de)(de)助企紓(shu)困(kun)政(zheng)(zheng)策,加大對(dui)涉企違(wei)規(gui)(gui)(gui)收費的(de)(de)整治(zhi)力(li)(li)度。加大保(bao)障中(zhong)小(xiao)(xiao)(xiao)企業款項(xiang)支付條例落(luo)實力(li)(li)度,運用市場(chang)化(hua)法治(zhi)化(hua)手段規(gui)(gui)(gui)范(fan)款項(xiang)支付秩序,健全防范(fan)和化(hua)解拖欠賬款長效機制(zhi)。鼓(gu)勵(li)地(di)方(fang)(fang)安排中(zhong)小(xiao)(xiao)(xiao)企業紓(shu)困(kun)專(zhuan)項(xiang)資(zi)(zi)金(jin)(jin),對(dui)符(fu)合條件的(de)(de)中(zhong)小(xiao)(xiao)(xiao)企業給予資(zi)(zi)金(jin)(jin)等(deng)支持。用好直達實體經(jing)濟貨幣(bi)政(zheng)(zheng)策工(gong)具和支小(xiao)(xiao)(xiao)再貸(dai)款,加大普惠小(xiao)(xiao)(xiao)微(wei)企業信用貸(dai)款投放。鼓(gu)勵(li)有(you)(you)條件的(de)(de)地(di)方(fang)(fang)建(jian)立支持小(xiao)(xiao)(xiao)微(wei)企業的(de)(de)貸(dai)款風險(xian)分擔(dan)(dan)(dan)(dan)補(bu)(bu)償機制(zhi)。用好小(xiao)(xiao)(xiao)微(wei)企業融資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)降費獎補(bu)(bu)資(zi)(zi)金(jin)(jin),促(cu)進(jin)擴大小(xiao)(xiao)(xiao)微(wei)企業擔(dan)(dan)(dan)(dan)保(bao)業務(wu)規(gui)(gui)(gui)模,降低融資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)成本(ben)。落(luo)實減稅降費政(zheng)(zheng)策,對(dui)制(zhi)造業中(zhong)小(xiao)(xiao)(xiao)微(wei)企業延緩繳納今年(nian)四季度部(bu)(bu)(bu)分稅費。研究并適(shi)時出臺部(bu)(bu)(bu)分惠企政(zheng)(zheng)策到期后的(de)(de)接續(xu)政(zheng)(zheng)策,鼓(gu)勵(li)地(di)方(fang)(fang)有(you)(you)針對(dui)性出臺幫扶(fu)措施。對(dui)確有(you)(you)困(kun)難的(de)(de)納稅人(ren),地(di)方(fang)(fang)可按(an)現行(xing)規(gui)(gui)(gui)定減免房產稅、城鎮土地(di)使(shi)用稅。(發展改(gai)革委、工(gong)業和信息(xi)化(hua)部(bu)(bu)(bu)、財政(zheng)(zheng)部(bu)(bu)(bu)、人(ren)力(li)(li)資(zi)(zi)源社會保(bao)障部(bu)(bu)(bu)、人(ren)民銀行(xing)、國資(zi)(zi)委、稅務(wu)總(zong)局、市場(chang)監管總(zong)局按(an)職責(ze)分工(gong)負責(ze))
